Encompassing the central part of the state, Cabarrus County is made up of gently rolling foothills. Although there are four distinct seasons, temperatures are mild year-around, and for approximately 210 days of the year, the area enjoys sunshine. The county covers 233,312 acres of land.

HISTORY
Cabarrus County occupies a triangular section of North Carolina’s southwest piedmont. Settlement of this area began in the mid-eighteenth century. Early settlers were predominantly Scotch-Irish and Germans. In 1792, Cabarrus County separated from Mecklenburg County and became a functioning government the next year. The county was named for Stephen Cabarrus, Speaker of the House of Commons who cast the deciding vote in the county’s creation.

The spectacular growth of the county’s textile industry during the late 19th and early 20th centuries transformed Cabarrus from an almost exclusively rural into a predominantly urban county. Today dairy products, beef cattle, swine, poultry, wheat, soybeans, corn and milo dominate the county’s agriculture. Most farms of present-day Cabarrus County are large scale, capital-intensive operations. Manufacturing is the largest source of employment in the County.

The County is comprised of four incorporated municipal jurisdictions - Concord, Mt. Pleasant, Harrisburg and Kannapolis. Concord, the county seat, was founded in 1793 and was voted an All-American City in 2004!

GOVERNANCE
Cabarrus County is governed by a five-member Board of Commissioners, elected at-large in countywide elections to serve four-year staggered terms. Elections are held in November of even-numbered years, and new board members take office on the first Monday in December following the November election. At this meeting, the new members take the oath of office and elect a Chair and Vice Chair for the coming year. During the odd-numbered years, the Board elects its Chair and Vice Chair at its regular December meeting. The Board’s primary duties include: adopting an annual budget; establishing the annual property tax rate; setting policies, goals and objectives to direct the County’s growth and development; adopting and providing for ordinances, rules and regulations as necessary for the general welfare of County citizens; entering into written contractual or legal obligations of behalf of the County; and carrying out other responsibilities as set forth by North Carolina General Statutes. The Board also makes appointments to a number of advisory boards and committees.
